Doe tags in a draw unit?

If you put in for the reduced price doe antelope draw, how do you get two tags? Do you put the same unit as your first and second choice in the draw? I'm trying to get two doe tags out of the reduced price draw. Thanks.

Second question: is it easier to gain free access to private if we are only hunting does? Thanks.

Separate draw. One is any antelope and the other is doe fawn. Put in for both. In past years some units have leftovers but I would do the draw this year.

It looks like all the doe tags go in the draw as first choice, at least for nonresidents in the units I looked at. Bummer, I was hoping for a meat hunt.
