Exo Roll top?

Ok so I’ll probably look like a idiot asking this. But, On my exo Roll top 2017 model... why are the buttons offset? And how is the clip supposed to work? I️ usually just roll up the top bring the ends together and snap the buckle. Done. Are the buttons just for then the bag is being used to full capacity? Didn’t know why they were offset.

I don't own a '17 but maybe they are for the snap in bag liner?
