WY Unit 13 - RP Cow/ Calf hunting

My brother-in-law and I (both NR) were fortunate and drew WY unit 13 Reduced Price Cow/Calf elk tags as something different to do. I have done a little research and found there are lots of trails in unit 13 though. Can anyone give any advise were would be a good area to find a couple cow elk? It doesn't appear that the terrain is real rugged. Is that the case? It appears that most of the private is to the north and there may be some agricultural fields there to the east of Encampment. Do the elk come out of the mountains and head to the fields in the evening? We hope to be out there for Oct. 1 opener. Where is a good area to camp? Any help would be appreciated.
