I've made many stocks from both and they have their own quirks. Once they are dried properly and finished its impossible to tell the difference outside of looks.

The duck pond on the front ring hoses up your screw spacing options for a direct mount ring/base. Pinning and just using 3 holes is the easy way to go. That said, the factory dovetail is the strongest connection option.

There is nothing wrong with a Howa or Vanguard. The feed fine and have a longer mag box in the long action version. I have one sitting on the bench, it is a .270, and the stock mag is 3.5" long. It's getting rebarreled to 25-284.

Any gunsmith worth a hoot can do it, but it isn't usually in a list of services. You have to ask. Used to be a very common procedure for custom rifles. I've done three Tikka bolts, and it's not hard to do.

You can have a gunsmith reduce the bolt face by soldering in a bushing, cutting a new extractor slot, and notching the bushing for the ejector. It's not a difficult conversion.

No. Well, yes, but no. Marine Tex white has a much lower compressive strength than grey, and IMO, isn't suitable for bedding. It's intended to be flexible after curing for fiberglass repair applications. Grey is for machine repair and is much harder, but also more brittle.
