Cold Weather & No Deer Movement - MT

Hunted MT hard last week; cold temps and snow. I know it's early for the rut, but all the deer I glassed we're bedded up at sunrise & stayed all day,with no wind half the time. I haven't hunted muley's late very many times, was expecting the does to be up and feeding with lows below 0 and highs at 18. It seemed like they were a little surprised by the temps and just hunkering down?
