I agree with kjw. The kits will get you going, but you will end replacing or upgrading everything besides the press. I bought bits and pieces my first go around and I'm glad I did.
I use the ladder test at 600 yards. I typically do not use a chrono while doing this. I start 10% below the load data max and work up in .5 grain or .3 grain increments, looking for pressure signs as I go. I start with the bullet just off of the lands, as this will create the highest pressure...
I use an older made in the USA RCBS 10-10 scale that was tuned by Scott of single kernel scales. It is unbelievably accurate and repeatable. The only drawback is his turnaround time is SLOW.
