Yes, the govt culls a lot of tahr. But not chamois as far as I know. Both species also get shot commercially for meat. So on that basis pretty easy to argue they are doing nothing wrong. But it’s not hunting in my books, and I wouldn’t want to do it, but each to their own.
I've hunted North America a few times and found DIY / hunt swaps the way to go. If you do decide to go DIY then for mule deer you could look at Colorado, but with out a preference point you'll be looking to draw one of the less in demand units which may still be fine if you put in the effort...
From what little I know you should consider buying preference points as getting a ‘draw’ tag can often be better than OTC. You can still buy points for same states eg Wyoming that can be used next year. Idaho doesn’t have a point system so you could apply there next year, with the same odds as...

1. I hunt solo for tahr and chamois, and its doable and safe. But its not the same if you aren't experience with NZ conditions. Its doable without NZ experience, but safety is the real question and this is impossible to judge for someone else. The best bet is to do a hunt swap with a kiwi...

I don't think you'll see many other hunters during early Sept. In fact I wouldnt be surprised if you didn't see any other hunters at all if your back off the roads a few miles. Would be interested to hear others thoughts on hunter numbers during early sept. My experience is based on Area H.
