How does the steel react on impact? Wondering if the energy is being transferred differently to the steel by the monolithic bullets than the lead core bullets.

I have to ask - what setup are you using where you would want to change only twist rate?
Usually twist rate is changed so you can get a lighter or heavier bullet to stabilize and it sounds like you want to keep the same bullet.
I won't claim to be a physics whiz here but I think the force we are talking about changing is rotational inertia rather than friction.
I can absolutely see that the force required to accelerate the same mass bullet to rotate slightly faster could be higher and result in higher pressure.

Well, given that I assume you'll be using a new barrel to get this different twist rate you should work up an entirely new load for it.
Chamber and throat differences would account for more pressure changes between the two barrels than twist rate by a long shot I would assume.
You don't need a long action for 284 win based cartridges. You only need a long action if you want to seat long and feed from the magazine. Seating long let's you run high BC bullets and not loose case capacity or run compressed loads.

Bummer. I've killed 20 or so deer in heart of WI CWD zone and had every single one tested. We've had two positives and received results back on all that were tested.
Overall I am disappointed at the lack of testing for CWD. As hunters we are the biggest potential source of data on this disease...

Ditto. Were you seeing and marks on the bullets from jamming them into the throat?
Do you have one of the bullet comparators by Hornady (or similar) that measures from ogive of bullet? Better way to measure accurately and consistently.
Exactly what tim.gruber said. I wouldn't pull the trigger on live ammo until I checked headspace with go/no-go gauges.
If it won't chamber new factory brass from Nosler or Lapua thats an immediate red flag to me.
