You can't win if you don't play. The draws will never be "fair" because we all have our own definition of what that is and the resource is limited.
As for me...I did the unlimited hunts for years, had a blast, saw sheep but never a legal one. When they moved to the point system I switched to that and finally drew a few years ago. My goal was to get a decent sheep and have a great experience while I can still walk. When my seven-year-sentence is up and I can put in again, going to put in for the Breaks and don't expect to draw, but you never know.
In my humble opinion, if you're a resident put in and hope for the best. If a non-resident, try out the unlimited areas the first week of the season for a few years, have a great backpacking trip and hunt mountain grouse while you're there. You'll have a blast in beautiful country and just might see sheep and juuuuuuust might get a legal one.
