Follower bolt drag excessive on S2 version Vanguard in .308 winchester

Hello everyone, I jus got this new rifle and when cycling the bolt there's a lot of bolt drag on top of the follower. Is this normal and will loosen up with a lot of cycling? Also the user manual is 2022 version. On page 11 it says tighten front action screw to 35 inch pounds first. Then on page 16, it says tighten the rear action screw to 35 inch pounds first so which way should I reassemble? Thanks!
