Bergara's might warrant a look, they have a sub moa guarantee and can be found for $600-750, depending on what flavor you go. the ridge series is close to the latter, but comes threaded 5/8x24 if you want to throw a brake or can on it. i have been quite pleased with mine

I’m a big fan of Weatherby Vanguards if you don’t need truly custom features. Very well built, smooth actions, crisp triggers, and accurate. Options are somewhat limited compared to a Rem 700 if you’re a “farkler”

Hard to go wrong with a Browning HC Speed 7mm for $1K and add something like a VX-5 HD.

That would be a great deer/elk gun.
