If you really want to live in Washington and want to be near the mountains. Just move to Wenatchee. you are a couple hours to Seattle if you want to go visit and you are minutes from the mountains and such. It's not a huge city but big enough to give you all the amenities.

Do you think there is an argument that if they are spending a lot of energy keeping warm that they will have less energy to pack? That was my thought on the coats as I know they can handle pretty nasty weather.

Try not double layering socks. This is often counter productive, you need circulation to keep your feet warm and double layering often reduces circulation.
