The IOGLB the Idaho outfitters and guides licensing board should have something. But every outfitter operating on federal lands also has use permits and agreements with Forest Srrvice or BLM.
A guide could, but a guide is hired by a licensed outfitter who is designated to a specific area (we’re talking public land operators).
In this case there is a question about the operating permits from the forest service. This is not Fish and Game going after them.
It sounds to me like it was a special designation area within or adjacent to the area that Mike was allowed to outfit/guide in and did so when he owned the business. When he sold the business to Farr, the question seems to be did that special area get sold with the business or not. And if it did...
I’m very surprised by this. I worked for one of them and have met the other numerous times. Both have a good reputation but the arrogance level was a bit high with one of them.

Invest more in access yes, free up public land from private blockage (support corner crossing too), and invest like crazy in the cheat grass fight.
We complain about people that...
I agree. Sadly though they see our weakness is we won’t act until we are forced, thus slowly chip away at existing hunting and conservation rights (and now properties) playing the long game. On the other side of the coin sportsman have a hard time finding things to chip at and always playing...
