They’re all going to suck. Fish and game wouldnt issue tags OTC If success rates were high. Pick the one that makes the most sense logistically for you and go.

I love that country up there. I didn't make it back this year, but last summer I went through. It was definitely more touristy than I remember. Biggest thing that stuck out to me was how busy the trailheads where. It kind of sadly reminded me of CO.

I hunt 66 often, and shed hunt it when I don't have a tag. I can probably help some. You should be seeing alot of deer. I think with the lack of bucks killed last season its a great year to have a tag there. PM me and I'll see if I can help.
I've had bulls in full on rut mode in mid November on a 4th rifle elk hunt. Screaming, fighting, the whole show. You never really know what can change from year to year.
Ballistics calcs are showing that load dropping below 1500 ft.lb of energy at 400 yards. I would think 400 would be an absolute maximum with what I would be comfortable with. It sounds like that's where you're at anyway.
