Not too much. As mentioned, most reloading kits can easily get you there. Buy a good reloading manual as well. There is a lot of stuff on the net that I would never do. A reloading book isn't going to lead you wrong.

I'm a big Tikka fan. I'm my opinion they are hard to beat for the money. I think you are making him a good recommendation. Teach him the fundamentals and make sure he knows and understands his setup and all will work out.

Buy a couple boxes of each. Go with the one that shoots the best. The difference is small and both should work fine. Once I find a 1/2 moa load I stop load dev. I have too many hours chasing the last little bit during load development on a hunting rifle that I don't take extremely long shots...
