Congrats on a great trip. You're right finding elk and having an opportunity is all you can ask for in Colorado and it does happen. Now you will likely go the next two years without seeing an elk and be surrounded by guys. Then your tune of Colorado OTC change.
The solution is very simple, just limit the number of hunters in the woods. It's not complicated. The state has to prioritize residents first and strictly limit the number of NR. This coming from a NR. IMO, the biology of elk makes it so the goal should be quality over quantity. Not sure...

The friends I hunt with have no issue calling each other out for being a puss. In fact, a good hard slap wouldn't be out of the questions if you were home sick after 90 minutes and demanding to go home.
We all know there is an all-out war on Non Resident elk hunters. Something is going to be done in every state to significantly reduce our numbers over the next few years.
In an idea world it would be by the luck of the draw not your financial situation.

Look for fresh sign, work the mountain, maybe even try to call one in.
Colorado OTC hunt.
Drive around and look for a trailhead jammed full of cars. You know there are ELK in the area once you find that.
