Wyoming archery 47/48…which is better?

Looking to go to Wyoming this year for first time. Have it pretty narrowed down to these two units. We want to hunt archery season, there-in lies the question of which is better suited to waterhole/blind style? Found quite a bit of waterholes on public in both units, maybe too much water? Is it...
