I use Sitka Mountain Vest over a thin or medium base layer for (active) morning/evening hunts up high (late Aug/early Sept). Great for cutting alpine wind but not roasting you out when moving about.
It was tricky in the part of 53 that I was hunting this year. Places that I normally find sign and critters, I did not. Same for 521 to a degree. Very quiet too. Heard my first bugle this morning and it very well could have been a hunter.

I don't think you'll be too hot at night at all. I use my Soulo in September in Colorado and am completely comfortable. Nights are cool for the most part. If it's in the direct hot sun in the middle of the day, it can be toasty in there, but night time....it's perfect. I know it's heavy...

I've been hunting the north end of the unit and it seems that sheep have been through recently. Not sure what part you are in, but grazing can (not always) be a curveball.
Both hunters and hikers. Although I'd say more hikers than hunters. Fall was so warm and lasted forever last year. It was very inviting for all types of recreators.
