I'm getting different bears at a waterhole I hunt. All the way from bare minimum to pretty big. The small one was alone, so legal?

I'm looking for a hip quiver. Right now I'm using an old quiver off of a compound. I attached straps to it and carry 3 arrows in it. I sling it over my head and one shoulder. It works but I'd like something better. Any input is appreciated.

I saw two others, I think a sow and a large cub, earlier in the day. I was going to shoot the one, and then another walked up. It was big enough to shoot, I think. I'm okay not having shot though, it was very hot.
In the past I've fleshed out deerskins, laid them out to dry, and was done with a stiff but solid, clean hide. It's all I want to do with one. Question is, can I do this with a bear hide?
