Everyone's idea of truing and blueprinting is totally different....like what reference points to true the action off of. If you want to use a 700 action as is, I say go for it. If you want something better, buy a custom action, it's not worth dumping money into a 700 action. I've done it.
Many SAMMI reamers are made to minimum SAMMI spec. If you have a good setup and ream the chamber the same size as the min spec reamer, you end up with a pretty tight chamber. Chambers tight at the butt are very difficult to prevent bolt click. Some guys will spec their reamers fatter at the butt...

Truing the action is a vague term. Everyone's idea of truing an action is different. I'm just a hobbyist but I could probably do a thread/chamber/brake install in 6-8hrs.
