Stain. I've never heard of a deck paint that lasted very long at all. My brother tried that Behr deck paint stuff and it lasted less than a year. Ended up getting his money back on that junk. Also make sure you wait 6-12 months on new decking before staining.
You will get what you pay for when it comes to paint/stains/sealers. For exterior stains I personally like Sikkens. Make sure you get one with high solids. The fewer the solids, the more frequently you will need to reapply (my fiance used to have a painting business, so I trust what she says).
