I got it at JoAnn's Fabric. It is a "lightweight stabilizer consisting of a layer of foam sandwiched between two layers of soft fabric". It comes fusible, meaning you can iron it to another fabric. I used the fusible on the padded scope pullout, ironing the 30d silnylon to it.
