11M Flagstaff Arizona Cow Hunt

My buddy and I have cow elk tags this year in 11M due to a clerical error on our application for bull tags (never trust a buddy with your points 😅). AZGF recommends hunting west, south, and east of town for highest population density but mentions the north if you are willing to pack out. The north looks more similar to country we've hunted in the past. Does anyone know if the population is really that much lower up there? The area south and east of town appears relatively flat with canyons and draws running through it. Do elk in these flatter areas bed on the slopes of the canyons or do they just seek cover and dark timber up on the flats? All of our elk hunting has been in MT and WY back country, so this "metro" hunt is going to be a whole new experience and any info on habits and patterns in this type of country would be much appreciated.
