Its always best to read the real document, than to rely on a third party's interpretation of the document.

The Background section is pretty important as it identifies for the youngsters out there what was going on in the late 1970's and early 1980's and the effects of ANILCA. It also discusses how the State's BOG is directed to do management the opposite of what Congress has directed the NWRS to do.
