@BuzzH broke it down. There's also Public Law Number 109-13, section 6036, which specifically was upheld by the 10th Circuit in a case regarding Wyoming. States can do as they wish. Would require Congress to change the laws.

Have to say I mostly agree with Buzz on non resident opportunity here, it is pretty dang good when compared to other states at least when you look at % of tags. I'm a resident that would gladly reduce non resident tag numbers and I'd pay more for my own tags to do it. At least down to other states' % allocation. I'd be pretty surprised if any of that ever happened.

I also don't mind the wilderness rule. It's a nice perk for a resident with or without the benefits to outfitters. If that ever came up I would contact legislators in support of it. Why is there almost no discussion about the Alaska and South Dakota non resident rules? Yes I've guided in Wilderness areas. No I've never been an outfitter or owned any part of an outfitting business.

I also agree with wytex, we don't want to be a choose your weapon state. And I think I've only bought an archery stamp here once.

My hunting group ran out of patience and burned our points on a WY general unit this past fall. Lots of miles of shoe leather, and no elk harmed.

There are good good general units out there, but need to do a bunch of homework to find them.

For the record, WY does have a random draw with equal odds for R's & NR's .. They're called Super Tags. For $10 you can have a chance (about the same chance WY would vote for a Democrat but it's a chance nonetheless)

Nobody cares about South Dakota. Our commission is going to do whatever they want, regardless of how much people complain. Resident or non.

But, same as Wyoming, you can enjoy public lands all you want, you just can't hunt elk or archery hunt deer in September.

I think some of the horn porn from the whitetail world is creeping over to western hunting. I like to hunt and shoot big bulls, I like elk hunting more. I'm perfectly fine with cow tags.

Different strokes for different folks but I accept I'll never draw a top tier unit unless I win the lottery on the random side. It doesn't deter me from applying, nor does it deter me from enjoying my elk hunts even when horns aren't involved.

Amen brother !
I've found that hunting with only cow tags results in some unbelievable once in a lifetime bull encounters, without the taxidermy bill. :)

I hunted with a leftover cow tag 2 years ago because we didn’t draw the general license. It definitely beats not hunting. But I will admit that I’m a bone collector like our Native American Indians and mountain men of yesteryear. I love a set of dark horned antlers with ivory tips. But general license areas are good enough for me. There are mature 6 point bulls and no way would I skip a year of hunting to wait for some supposedly fantastic tag. You could die with those points. Screw that!

Good luck in your search harge57. I did the same thing this year and I’m in the regular draw with zero points and we have a 3.5 group average.

I sure hope they don’t change the pref points. I have been building up with my sons to take them elk hunting someday.

I have enjoyed every minute of hunting in WY as a NR. I’ve only gone on guided hunts. Maybe that’s where some of the resident hunters angst is directed, since the outfitters lease up large chunks of land?

Last chance. I am submitting my application tonight.

Anyone want to make a little back with their extra points while applying for the general?

Too the group,
Presently I have 7 NR points for elk, Am I really any better off with this amount then a guy with 4,5, or 6 points? I doubt I will ever draw my desired unit. Will I have a shot at a limited entry hunt n a 2nd tier location.? is the window closing or getting slightly better each year? Would like to draw a tag in 2021. I apply to multiple states and have plans this year to enter draw with a group in another state this season..

Buzz was a jerk to me ( a non res) and gave me good advice on a pronghorn hunt I drew three years in a row with zero points. Thanks again. Hoping to go back this year but to one that will cost me my 7 points
