Are all euro barrels slow?

What is it about barrels on tikkas, sauers and the like that make them slower by about a hundred or so fps than American guns, but also generally very accurate? Are the two related…tight barrel generates accuracy? I’ve got three handloads for my 270 that scream out of Winchester m70’s but are a very consistent 100-150 fps slower out of a sauer.
