Buying European Optics in Europe

Hello everyone! Weird question. My daugher is in Hungary on a youth exchange. The exchange rate for the US dollar is very good there. Is there an advantage to having her purchase glass there? Are there other european makers other than Zeiss, Swaro, and Leica that should be considered that we don't get here?
She hasn't gone searching just yet. I'd hate to send her on a goose chase for no reason.

Kahles and Doctor are both well known and respected European binoculars that get very little attention here in the US.

If she purchase an item over a certain dollar value does she have to declare it and pay any type of import duty. I know something like this happens with jewelry but I don't know what that dollar value threshold is. I imagine it would be a non-issue but you never know.
