Colorado archery gmu 12 low success rates?

I’m going to be tagging along with some guys that are elk hunting and thought about picking up this tag. I looked at the success and it’s around 3%. Any reason for this? Is it even worth buying the tag?

Other option would be a bear tag. Are there a lot of bears in this area?

The 3% is because guys typically get a "just in case" deer tag and don't actually hunt them. So if they are surveyed, the didn't harvest and we're unsuccessful.
