Yes for 100$ as a non resident it does make it hard to say no to not having one just in case.

On the flip side they increased the prices for residents this year (along with all other tags) even though they claim they want to encourage hunting them more... go figure. Not sure what they just don't make them a $15-20 add on for resident deer/elk tags if they REALLY want to harvest more.

SO if I have an elk tag, and like to waste money, should I spend $100 to add a bear tag for a 1st season rifle hunt? We didn't see any black bears in our area during 2R last year, but we did see some sign.

Generally speaking always worth having a Bear tag during early season (Aug-Oct 1). After that, it becomes very difficult (not impossible) to find them bears.

One thing to keep in mind is that bear habitat and elk habitat are different on many accounts and its hard to hunt them both in the same place. Just food for thought....
