Colorado cow elk tag question

I want to get a CO cow elk tag this year, the tag I want was available as a leftover the last few years. Should I apply for it and be guaranteed to draw it with 1 point or take a chance trying to pick up a leftover? I'm not familiar with the CO leftover process at all, just been carrying a point in anticipation of wanting a cow tag sooner or later. I don't care about burning the point, I have no ambitions of ever drawing a quality bull tag in CO.

If its been a leftover, you should be able to get another PP for your 1st choice and then get the cow tag on your 2nd Choice in the Primary Draw

I always do it as a second choice as a cover my ass now. I got screwed in 2020 when I went to buy one in august for the area i hunt
