Colorado new tag allotment?

Is there any way to determine how many tags are going to be available for a new tag. I'm looking at a 4th rifle buck tag in unit 11, there has only been a few of these any land type tag and this tag requires a lot of points. This year there was a private land tag in addition to the regular tag. My question is how many of these new private land tags will be out there? Are these replacing landowner tags? Or are these in addition to landowner tags?

Which sucks. This question gets asked often. I have not been victim to it but, I have seen tags that took a few points go to leftovers the next year and people had no clue it was coming so burned their points for no reason.
