Looks like I can't go Elk hunting this year, but already own my CO NR OTC Elk license. Is there some way to pass it on to a less fortunate person, youth, or veteran?

Never heard of that. Doubt you can do it. Your only option may be to turn it back in for a refund and then find someone to buy a license for privately

Check with @Where's Bruce? He just did this with an AZ tag I believe. But has in the past with some others possibly?

Which OTC season? You can always return a tag if it's within the time frame for the season. I think vets hunt for free anyway so probably not anything to go on there.
