I’m having a hard time deciphering this…

Let’s say I buy non-resident, OTC- either sex elk archery tag ($700). I want to use it in unit 14. Can I shoot a bull? Can I shoot an antlerless male? Can I shoot a cow?

The only elk you can't shoot with that tag in that unit is a bull that doesn't meet the minimum antler requirements described below (from page 36 of the big game brochure):

Can you further explain the screenshots I’ve attached?

So if it’s a male, I better make damn sure I can see a 5” brow tine or 4 points? Are there “button elk” like “button bucks” where its hard to tell a doe apart from a button buck from a distance?

So I can shoot an “antlerless” cow because it falls under “either sex”, but not an “antlerless” male, because that would be a “bull under the minimum requirements”? And all the attached screenshot is saying is that there is no option to buy the cheaper “antlerless tag” and shoot a “cow”, but I can buy the more expensive tag and shoot a “cow” (or a bull over the minimum requirements)?

Thanks for the help, by the way.

You can shoot a bull that meets the 5” brow tines or 4 points on one side, or an elk (male or female) that has no antlers or spikes smaller than 5”.

It’s the in between 5” spikes and tines or 4 points that you can’t shoot.

CPW has a good guide on elk antler legality here: https://cpw.state.co.us/Documents/Hunting/BigGame/Elk-Antler-Point-Restrictions.pdf

A "button bull" (or bull with no antlers whatsoever) would be considered antlerless and legal to take with an either-sex or antlerless/cow tag.

In past years, you could get an OTC archery antlerless elk tag valid in unit 14, but not anymore. Now the only OTC archery tag valid in unit 14 is either-sex.
