I just looked it up, I'm pleasantly surprised to see that PA allows NR's to apply for these tags. I would imagine you are going to start seeing the number of applicants increasing significantly in the near future. More money for conservation! Cool story!

I have my Elk applications in for here in PA!
I’ve been to benezette a few times. In 2013 we were grilling some deer meat on the back porch of my friends cabin and a huge bull came bugling right into the backyard.
