Idaho Controlled hunt tag

Hi everyone, need some guidance. I have a 10 day archery hunt planned in Idaho, plane tickets, rental car, and licenses/tag all payed for. I was lucky enough to draw a second chance rifle tag for same unit. I'm being told the only way I can use the rifle tag is to trade my archery tag in before general season starts. I'm trying to understand how a controlled hunt tag is not separate from a general tag. I guess its because of the tags being sold out this year. But if I didn't already have a tag they said they could sale me one because I drew a controlled hunt tag. Make not since to me. This ever happen to anyone else??

They will just take your old tag and give you the new tag for your controlled hunt. The controlled hunt is not a second tag, just permission to hunt during that time period, with a rifle, with a "controlled" number of people doing the same as you.

If tags hadn’t sold out you would have been able to do that. You’ve got two options:
Hint with your a tag and your controlled tag will get sold on the 26th ORRRR
surrender A tag and get to hunt with rifle.

I have had it happen twice...and it worked out pretty dang well twice!

Was told this afternoon I'd have to mail my archery tag back, they have to receive it before general season opens.
