Idaho Landowner Permission Elk Hunt

I am looking into the Controlled Landowner hunts. I called fish and game and All she could tell me is that it is up to me to find out who owns the land and up to me to secure the tag.

What is the easiest or best way to find out who the land owners are? Or go about getting permission to hunt private controlled hunt?

What area are you looking for info on ? For the panhandle area you need to go to the Ceour d'lAlene fish&game office, there is a guy there who works with land owners and hunters to help them get permission to hunt.

I am looking at central Idaho, Maybe around zone 31.
