Idaho - Non Game Gun Permit

Assuming this is what would allow me to carry a sidearm on an Archery Elk hunt? In ND my Class 1 CWP covers me, just wondering what the "Non Game Gun Permit" specifically pertains to.

I believe that is for shooting Ground Hogs (they call them rock chucks here), coyotes and the like. Non-game, non protected animals. You will be allowed to carry on archery hunt with your ND permit.
