Idaho snake river A tag 2021

I have this tag with intentions of September 15-30 , after talking with biologist it seems the public ground available is great moose hunting but doesn't hold elk as they're all on private grounds eating hay or on Indian res. Any insight on the subject is appreciated, I normally hunt the panhandle but my usual spots are on fire and being this season has already begun I'm stuck with the tag. I've researched stats all I can and feeling like I'm up a creek
