You probably want a small belt then. I'm a small belt on the K3 with a 32 waist also.
The EXO website has sizing instructions as well.

I know their sizing says 38 waist is a large, but it’s at the bottom end. Do you think the medium would work? Waiting on my new pack to ship and wondering if I should pick this up in case.

Sold to elkdreamer. I am a 32 waist in about every pair of pants I own. The K2 belts seemed to run bigger and were still on the edge of being too big when packing meat. The K3 belts seem sized a little smaller. I bought the pack used with the medium but went to a small belt. I never had the pack loaded with a medium belt to test how it would work but definitely seemed smaller then the older belts.
