Landowner tags

To the extent I strike out on New Mexico and Utah for archery elk, what is the best place to find a unit-wide landowner tag for either of the following:
- Decent unit for bull elk
- Cow elk hunt

All depends on the tag, prices really run the gammut from 500 ish up to 20k

landowner tags in Nevada are crazy$25,000-$50,000. its just crazy!

Drew a unit in nm last year and had a great hunt. Looked at landowners tags for this year and about 6500 was the lowest. Guess I wont be hunting that unit again unless I get drawn
