Montana Preference Point Question

Looking on the Montana Fish, Wildlife, and Parks website and it looks like under the Nonresident section that “preference points purchased at the time of application are awarded prior to the drawing”.

So essentially you could apply your first year with 1 preference point. Am I understanding this correctly?
