MT shoulder season question

Is MT shoulder season something a NR could readily buy a tag for if they had access to private? Or still need to draw for that unit and if unsuccessful in the regular season you can hunt private late? Help me understand how it works for a NR, and if tag cost is same or a different price structure. Thanks!

Do you have a general tag already as a non-resident? It appears all nonresident options to buy a surplus tag is gone as they have all sold out.
