New Mexico Contingency Plan needed.

I put in for the NM draw. 10% outfitter pool. However, I need a contingency plan if I don't draw. Needs to be outfitted (fully guided) with OTC tags.

It can be Colorado, Utah, anywhere with a good population of Elk. Any suggestions for 1st rifle ??
