Because a representative put it to vote for law. And allowed the public to vote.
Now ODFW cannot allow it as it is against the law.

I'm well aware of how they get put into place lol. It's just so ass backwards; but ODFW can use hounds if they feel the need to, which shows you can't really hunt cougars without them. Be super interesting to see how ODFW would handle cougars if they couldn't use hounds or traps either, just like hunters.

Only drawback I see with using hounds is cougar quotas would be met faster (if that's even a drawback?)
