Outfitter/Guide/Hunt insurance vs. Hunter/Client insurance

Lately I've seen posts from hunters that have had to cancel guided hunts due to COVID. I understand the dramatic financial impact on Outfitters/Guides as well as the frustration/financial impact on hunter/clients that struggle to get refunds.

This leaves me with a question:

Why should hunter/clients be the only ones with an option to purchase hunt/trip insurance? Perhaps there is a business opportunity selling Outfitters/Guides hunt booking insurance to guarantee revenue lost by client cancellations due to Acts of God, Pandemics, etc. that effectively prevent clients from being able to make it to that hunt?

Not sure on that type of hunting but my 6 pack charter insurance covers either 15 or 20 days of loss duck/fishing charters for mechanical issues I’m not sure how it would work with what’s going on now and outfitters. My buddy had a Russian bear hunt canceled and they kept his deposit for a future date but said they couldn’t refund it
