Partner without a tag

Planning a quick archery elk hunt here in a couple weeks. My hunting partner turned his tag in due to an injury, but he still wants to be out in the woods without his bow just for the experience. Is it legal, and is it ethical, for him to be calling / bugling with me being the shooter if he does not have a tag?

100% legal. I am doing the very same thing in a few weeks on my nephew's Wyoming Type 9 archery elk tag. My brother and I will be callers and the nephew will be the killer

Think of him as your inexperienced guide lol. Guides don't carry tags when they help you, they are there for the knowledge and support.
