Magnification should not change the impact of your bullet. In theory, you could zero a scope at any magnification you choose. One reason that a lot of folks use max magnification is that it allows them to more easily acquire dead center on the target and also see the results after firing.

Like Steve said, you can zero it at any magnification. It seems like you may be confusing holdovers and the differences in the reticle subtensions at different magnifications with your SFP scope. Essentially your zero will remain consistent where the actual crosshairs intersect, but the ranges for the BDC hashes will change at different magnifications.
