I have shipped for sales and such through a FFL, but when shipping for smithing or load development what is the process? Does it still need to go through a FFL and additional background checks? Thank you

The individual/company receiving the rifle needs to have an FFL normally. Once the work is completed the rifle can be shipped directly back to you though since you are the registered owner of the firearm.

This is correct. As long as the recipient has an FFL, you can ship it direct. The caveat is that if you live in a commie state there might be some additional state rules.
