Finally got around to checking the bolt lugs. Photos are hard to see but the bolt lug was almost completely clean on one lug, and left about 10-15% of the marker on the other side. Is this considered good?

Realize this is a bit late to the game but has some good info on Tikka Action torque.

Before doing any other action screw torquing... is the scope on the rifle, and the rings mounting the scope, a solid capable optic?

9 times out of 10 that someone can’t get a rifle to group, it’s not the rifle.

Swap scopes.
Check your rings/screws
Give the optics system a good once over

Forgot to update on my situation: after fiddling with torque setting, scopes and ammo, a friend suggested I use some copper bore cleaner and try again. I did that and got lots of blue patches out of it. Groups went back to normal (for me), which is right around MOA. I have other guns that have been able to go longer in between a good cleaning, but this gun needs its every 50 rounds I've decided.
