Yes. I know a group that has drawn 5 years in a row. statistically, you'll draw at least every other year, and most draw 2 out of every 3 or better. And the lottery is for good reason. Just look at what happened in ND this past fall with the canada border closed. 20 guys circling every mallard feed they could find, farmers getting 50-60 phone calls a day for permission, roads trashed, roosts busted daily...no thanks.Everyone I know draws every 2 of 3 years or better without buying points. North Dakota hasn’t changed the posting of land yet. The fight is on still.You want both I would go to Arkansas. DeWitt, Stuttgart area. You can shoot ducks all morning and geese all afternoon.
Platte River in Nebraska is also great for both ducks and geese. You will want to let them know you are interested in both as you will have to get a hunt on the river. A lot of guides concentrate on honkers and you hunt fields so no many ducks. You will want to look from Oshkosh to Scottsbluff for best numbers.
Southwest Iowa and Northwest Missouri along the river also very good. Will be predominately ducks and light geese. Most key on ducks here unless you do a spring migration hunt for light geese.
North Dakota is always good. It has changed now that you can't just access private land this is not posted.
Some will depend on your budget as well. When you start researching guides/outfitters you will find that guided waterfowl hunts are very much a gentleman's game. They will concentrated as much on 5 star accommodations as they do on the hunting. Prices are ridiculous to go shoot some ducks and geese. Getting harder and harder to find a guy to just take you waterfowl hunting for a reasonable price.
Another consideration is number of you going. Most waterfowl guides want to fill their pits every day. They aren't interested in taking one or two guys out. If you have a small group, usually less than 5, you will be placed in a blind with another party. If there are only a couple and you don't want to get put in another party they will charge you for 5 spots.
